TOKYO, Japan - Prime Minister Junichiro Koizumi (R) shakes hands with Iraqi exile Abdul Amir Al-Rekaby at his office in Tokyo on Dec. 3 at a meeting to discuss local security and other situations before he decides on dispatching ground troops to Iraq. Rekaby, spokesman for the Iraqi National Democratic Current and now living in Paris, is the son of the leader of a major ethnic group in southern Iraq.
