SOUNDBITE 1 (English) : WAFULA CHEBUKATI, Chairman, Independent Electoral and Boundaries Commission "In accordance with the law, I, Wafula Chebukati, the chairperson of the Independent Electoral and Boundaries Commission, hereby declare that Ruto William Samoei as the duly elected president." Chebukati said that Ruto garnered 7,176,141 votes, or 50.49 percent of the total votes cast ahead of veteran opposition leader Raila Odinga who garnered about 6,9
