Gheit reiterated his support for Somalia in safeguarding its sovereignty and territorial integrity during the meeting. The visit by the Somali president came at a time of heightened tensions between Somalia and Ethiopia. Ethiopia and Somaliland, a self-declared region of Somalia, signed an agreement allowing Ethiopia access to the Red Sea in return for its recognition of Somaliland as an independent state.
