BEIJING, China - Hans Troedsson, the World Health Organization's China representative, said during a news conference in Beijing on Sept. 26 that the failure by companies and local authorities to promptly report contamination of powdered milk in China exacerbated the problem, which has affected more than 53,000 infants.
