MATSUE, Japan - Children scoop loaches during a loach festival in Yasugi, Shimane Prefecture, on Sept. 18, 2011. The city known for ''Yasugibushi,'' a folk song and loach-scooping dance, is promoting itself since Prime Minister Yoshihiko Noda took office after comparing himself to the fish.
