Yasuhiro Yoshikawa, chairman of the committee, indicated after the session that his panel may reach a conclusion later in the mmonth that young cows aged up to 20 months can be excluded from tests for mad cow disease, clearing one of hurdles to lift a 15-month-old ban on U.S. beef imports to Japan.
