TOKYO, Japan - Miss Universe 2006 Zuleyka Rivera Mendoza (R) and kabuki actor Ichikawa Danjuro (L) join Envronment Minister Yuriko Koike (C) in spraying water on the pavement in Nihonbashi, Tokyo, on Aug. 2. Koike, who spearheads the government(s ''Cool Biz'' campaign, looked happy later, saying that the operation helped cut the temperature on the pavement by 1.5 degrees centigrade.
