Cambodian Prime Minister Samdech Techo Hun Sen presided over the opening ceremony of the biennial multi-sport event, which brought together a total of 10,890 athletes, coaches, arbitrators, and officials from the 10 member states of the Association of Southeast Asian Nations plus Timor-Leste. The two-hour event included a sound and light show featuring the history of Cambodia, the parade of athletes from 11 countries and regions, athlete's and arbitrator's oath, speeches, torch lighting ceremony and fireworks. CAS arbitrators, after hearing arguments from Chiba and the Japan Amateur Swimming Federation (JASF), ruled that the JASF decision to omit the 24-year-old swimmer from the national team for the Sydney Olympics is valid.

TOKYO, Japan - The Court of Arbitration for Sport (CAS) opens a hearing in Tokyo on Aug. 3 in which Japanese swimmer Suzu Chiba (2nd from R) claimed the Japan Amateur Swimming Federation (JASF) (L side) unfairly omitted her from the roster for the Sydney Olympics. CAS arbitrators ruled the decision was valid, but ordered the JASF to pay 10,000 Swiss francs (650,000 yen) to her as partial compensation for expenses incurred in connection with the appeal, saying the dispute could have been avoided if the organization had disclosed its selection policy.
