Gov't to expand Haneda, build beltways under urban renewal plan

TOKYO, Japan - Prime Minister Junichiro Koizumi (2nd from L) speaks at a meeting of the government's urban renewal panel at the prime minister's official residence in Tokyo on Aug. 28. It was decided at the meeting to designate expansion of Tokyo's Haneda airport to allow increased international flights and construction of beltway systems in major cities as urban redevelopment projects.
