TOKYO, Japan - Fishermen and marine conservationists sail near Tokyo Bay on March 7 to protest the Tokyo metropolitan government's decision to reclaim land from the sea off Ariake in Tokyo's Koto Ward. The protesters say gobies, a species of small fish, and rare marine life will die if the government carries out the plan. The metropolitan government plans to reclaim 35 hectares of land, at a cost of 40 billion yen, to create parks and housing complexes.
