TOKYO, Japan - Japanese Prime Minister Naoto Kan (R) apologizes to Mieko Taniguchi, the leader of plaintiffs in damages suits brought against the state over contractions of hepatitis B, at the prime minister's office in Tokyo on June 28, 2011, after the Japanese government and the plaintiffs signed a basic agreement.
