TOKYO, Japan - The Japanese Foreign Ministry has published a 24-page ''manga'' cartoon booklet on this year's Group of Eight summit in Hokkaido for use as an educational tool among school students. The publication, which features the popular manga detective character Konan, will be distributed to junior and senior high schools, libraries and other public outlets in Japan. The Foreign Ministry says it hopes the booklet, ''A Guide to Summit,'' will help boost interest in politics and economics among young people.
