CATEGORY: POLITICS SHOTLIST: 1. various of the U.S. Senate voting on the bill STORYLINE: The Democratic-controlled U.S. Senate on Thursday advanced the aid for Ukraine, Israel and other foreign allies through a key procedure vote, but the legislation is expected to face strong GOP opposition because it's untied to major reforms Republicans have said are vital to border security. The vote, referred to as a legislative vehicle, was passed 67-32. N. Korean diplomat Jong Thae Yang arrives in Beijing

BEIJING, China - Jong Thae Yang, a key North Korean delegate to the six-nation talks on Pyongyang's nuclear programs, arrives at Beijing airport on Feb. 17. The deputy chief of the North Korean Foreign Ministry's department of U.S. affairs is believed to be heading for Moscow to take part in a Feb. 19-20 session of the multilateral framework's working group on the Northeast Asia Peace and Security Mechanism. The session will be closely watched as it will be the first round of negotiations involving the United States and North Korea since U.S. President Barack Obama assumed office.
