Ex-Justice Minister Shimoinaba dies

TOKYO, Japan - Photo taken in 1998 shows Kokichi Shimoinaba, former justice minister and Metropolitan Police Department chief. Shimoinaba died of sepsis on Feb. 17, 2014. He was 87.
