ONAGAWA, Japan - Serina Hamada, a fourth grader at an elementary school, enjoys the view from a newly built three-story temporary housing complex for people affected by the March 11 earthquake and tsunami located in the town of Onagawa, Miyagi Prefecture, on Nov. 6, 2011, after moving into the building from an evacuation shelter.
