The action is part of the joint device that Morocco and Spain maintain to contain the attempts of entry by sea to Ceuta. This operation includes coordinated patrols, exchange of information in real time and rescues in waters close to the border, with the aim of stopping both swimming crossings and those carried out in small boats.
