TOKYO, Japan - Japanese Prime Minister Naoto Kan speaks to reporters at the prime minister's office in Tokyo on Feb. 25, 2011, after the ruling Democratic Party of Japan's decision to hold a vote on the fiscal 2011 budget draft in the lower house of parliament the following week. The budget is expected to be enacted by March 31, the end of the fiscal year, but bills related to the 92.41 trillion yen budget must be passed by the opposition-controlled upper house or approved by two-thirds majorities in overriding votes in the 480-seat lower house.
