The court sentenced Rufus James Ramsey III, a 24-year-old salesclerk at a U.S. base shop in the southern prefecture, to 18 months in prison over a fatal vehicle collision involving Arakaki's friend Koki Yogi in January the previous year. It was the first application of new Japan-U.S. arrangements over crimes involving nonmilitary personnel at U.S. bases.
