Ramos-Horta says E. Timor to draft constitution

Nobel Peace Prize laureate Jose Ramos-Horta said in an Aug. 17 interview with Kyodo News in Sydney that East Timor's resistance movement will organize a ''citizens' congress'' next April to prepare a draft constitution in anticipation of independence for the territory. The exiled resistance spokesman said the congress, likely to be convened in Australia, will also discuss a transitional administration. ==Kyodo
