Taiwan envoy meets Qian
Taiwan's top China emissary Koo Chen-fu (L) meets China's Vice Premier Qian Qichen at the Diaoyutai State Guesthouse in Beijing on Oct. 18. He told Qian that ''One China'' means the ''Republic of China'' and ''it is a fact Taiwan had been separately governed for the past 50 years.'' Koo said the biggest achievement of his six-day visit to China was to restart communication between the two sides, which had been suspended since 1995 after Taiwan President Lee Teng-hui's visit to the United States. ==Kyodo
