Kochi gov. proposes nuke-free ordinance to assembly

Kochi Gov. Daijiro Hashimoto talks to reporters on Feb. 23 before proposing an ordinance to the prefectural assembly that would require foreign warships entering the prefecture's ports to carry documents proving they do not carry nuclear weapons. Hashimoto said, ''I want the Foreign Ministry to show local governments that Japan is adhering to its three nonnuclear principles.''
