NIIGATA, Japan - Tokyo Electric Power Co.'s Kashiwazaki-Kariwa nuclear power plant, where a small fire broke out Sept. 20 from a power cable of a makeshift air conditioner on the roof of the plant in Niigata Prefecture, Tokyo Electric Power said.
