Kazak president vows to tighten arms export controls
TOKYO, Japan - President Nursultan Nazarbayev of Kazakstan (L) and Japanese Prime Minister Keizo Obuchi shake hands at Obuchi's official residence in Tokyo on Dec. 6 after signing a joint statement. In the statement, Kazakstan, which has faced international criticism for exporting MiG-21 fighters to North Korea, promised to tighten controls on arms exports.
