DPJ's Oishi wins in Miyagi lower house by-election

SENDAI, Japan - Former Diet member Masamitsu Oishi (C) celebrates his victory in a House of Representatives by-election for the No. 6 constituency in northern Miyagi Prefecture on Feb. 27. Oishi ran on the main opposition Democratic Party of Japan ticket, defeating three other candidates.
