Ishihara says foreigners could riot after major quake

TOKYO, Japan - Outspoken Tokyo Gov. Shintaro Ishihara addresses a Ground Self-Defense Force (GSDF) garrison April 9, calling on the GSDF to be ready to control rioting by foreigners and foreign residents in Japan in the event of a major earthquake. The ceremony marked the 49th anniversary of the founding of the garrison in Tokyo's Nerima Ward.
