TOKYO, Japan - A room in the Home Affairs Ministry stands almost vacant Jan. 5 hours before the biggest shake-up of Japan's bureaucratic machinery since World War II scheduled for Jan. 6. The ministry is joining three others to form the Ministry of Public Management, Home Affairs, Posts and Telecommunications.
