Foreign Ministry to adopt merit-based promotion system

TOKYO, Japan - Foreign Minister Makiko Tanaka (forefront) leaves a Foreign Ministry hall in Tokyo on Dec. 21 after asking cooperation of ministry staff (background) to realize a new merit-based promotion system starting next August. The system is part of the ministry's internal reforms aimed at eradicating improper behavior by ministry staff in the wake of revelations of various scandals involving their misuse of public funds.
