TOKYO, Japan - Ichiro Ozawa, president of the smaller Liberal Party, walks to a room in a Tokyo hotel July 23 for talks with Naoto Kan, president of the main opposition Democratic Party of Japan. They basically agreed to merge in September to boost their chances against Prime Minister Junichiro Koizumi in the next general election. (Kyodo)
