TOKYO, Japan - Prime Minister Junichiro Koizumi (R) waves after the House of Councillors endorsed the dispatch of Self-Defense Forces (SDF) troops to Iraq at its plenary session on Feb. 9. With the endorsement, Koizumi cleared most legal hurdles for Japan's first dispatch of SDF troops to a country where fighting is taking place since the SDF was inaugurated in 1954 after World War II.
