TOKYO, Japan - Toshiyuki Kawakami, head of a group of 45 plaintiffs who sued the central and Kumamoto prefectural governments to seek compensation for the Minamata mercury-poisoning disease, holds a banner proclaiming their victory in front of the Supreme Court in Tokyo on Oct. 25. Ruling on secret Okinawa return deal
