TOKYO, Japan - Chief Cabinet Secretary Hiroyuki Hosoda speaks at a press conference on Nov. 10 about information obtained by the Defense Agency that an unidentified submarine that intruded into Japanese waters earlier in the day may be a Chinese nuclear submarine. Hosodai said the incursion prompted the Japanese government to invoke the Self-Defense Forces' second-ever naval security action. (Kyodo)
