Photo taken Sept. 28, 2016, shows two pieces of shock-absorbing rubber beneath a vibration control system called a Tuned Mass Damper, or TMD, installed on top of the Shinjuku Nomura Building in Tokyo. The rubber, installed at the four corners of the system, can alleviate shaking, especially that caused by winds and smaller quakes.
