Hokkaido governor seeks easing of curbs on civil flights from China, Russia

Hokkaido Gov. Harumi Takahashi (R) hands transport minister Akihiro Ota a petition to ease restrictions on Chinese and Russian airlines flying into New Chitose Airport in Hokkaido to help boost economic activity in Japan's northernmost prefecture.
