Scholars reiterate government's security bills constitutional

Nishi and Momochi defined the security bills submitted by the government as constitutional, with Nishi saying that the bills clearly fall within the permissible boundaries of the Constitution as they would allow Japan to exercise the right to collective self-defense only to a limited extent.
