Prime Minister Shinzo Abe (R) attends a government meeting at his office in Tokyo on March 15, 2016, to endorse a set of measures to achieve Japan's goal of cutting greenhouse gas emissions by 26 percent in 2030 from 2013 levels. Under the plan, the government, among other things, will set standards for the power generation efficiency of coal-fired plants, which are the country's major source of carbon dioxide emissions, and encourage inefficient facilities to be scrapped.
