Zenji Shimada (C), a pastor who heads a group of plaintiffs seeking a halt to flights at the U.S. Marine Corps Air Station Futenma in Japan's southernmost island prefecture of Okinawa, attends a press conference on Nov. 17, 2016, after the Okinawa branch of the Naha District Court handed down a ruling on their lawsuit.
