Otsuka leads opposition Democratic Party
The new leader of the opposition Democratic Party Kohei Otsuka attends a press conference in Tokyo on Oct. 31, 2017. Otsuka, a third-term House of Councillors member and former senior vice welfare minister, was chosen to lead the moribund party in response to calls for the new leader to come from the upper house as lawmakers in the chamber now dominate the party ranks.
