NEW YORK, United States - Cambodian Foreign Minister Hor Namhong speaks to reporters at U.N. Headquarters in New York on Feb. 14, 2011. The U.N. Security Council expressed ''grave concern'' the same day over recent armed clashes between Cambodian and Thai forces at the border between the countries and called on both sides to establish a ''permanent'' cease-fire.
