Ex-farm minister quits as lawmaker for manipulating voting

TOKYO, Japan - Former Agriculture, Forestry and Fisheries Minister Masatoshi Wakabayashi speaks at a news conference at the Diet in Tokyo on April 2, 2010, after resigning from the House of Councillors to take the blame for manipulating a parliamentary vote.
