MINAMISANRIKU, Japan - (6th of 7-part series of photos) The third floor of a three-story town office building (C) emerges from the water as the tsunami continued to recede in the town of Minamisanriku, Miyagi Prefecture, at around 3:41 p.m. on March 11, 2011, after the building was completely submerged under water.           MINAMISANRIKU, Japan - The skeletal structure of what used to be a local government building in the town of Minamisanriku, Miyagi Prefecture, northeastern Japan, remains deserted on Feb. 14, 2014. Forty-three people, mostly town officials, died at the building in the March 2011 tsunami. The structure was set to be demolished initially but its preservation as a reminder of the disaster is being discussed by experts at the request of the prefectural governor.

            MINAMISANRIKU, Japan - Akio Sato, who launched a factory to make leather bags in Minamisanriku, Miyagi Prefecture, shows off its products on April 22, 2013, at the factory.
