Plan to build climate change center in Samoa

APIA, Samoa - Takao Makino (C), Japan's parliamentary vice minister for foreign affairs, attends a meeting held by the Japanese and Spanish governments to enhance cooperation for island nations on climate change and disaster prevention in Samoa on Sept. 2, 2014, at the U.N.
