TOKYO, Japan - Makoto Koga, head of the Liberal Democratic Party election strategy committee, speaks to reporters at the LDP headquarters in Tokyo on Sept. 24 after he was appointed to the job, which has the same ranking as the three top LDP executive posts. Koga, an LDP factional leader, backed Yasuo Fukuda, winner of the Sept. 23 LDP presidential election.
