Local rescue team has started sand dredging and drainage work. The dyke breach occurred at 10:30 a.m., Monday. The city's flood control headquarters initiated the level-I emergency flood control response and sent 2,680 rescuers and 320 engineering and transport vehicles to the site. Flood-fighting materials such as sandbags and timber piles were also allocated to the site.
