5 lawmakers form new party in upper house
Motoo Shiina (C) and four other House of Councillors members from the ''Sangiin no Kai'' parliamentary group announce on Dec. 28 they formed a new party ''Sangiin Club'' in a bid to protect their political independence at a press conference in the Diet building. Shiina is expected to become leader of the party.
