Panel seeks cuts in state subsidies for local gov'ts
TOKYO, Japan - Ken Moroi (R), chairman of the Committee for the Promotion of Decentralization, an advisory body to Prime Minister Yoshiro Mori, hands him a written proposal at the premier's official residence in Tokyo on Aug. 8. The panel proposed abolishing or cutting state subsidies for local governments in a bid to promote independent fiscal management by municipalities.
