TOKYO, Japan - Economics minister Heizo Takenaka speaks at a news conference Aug. 7 after the government's Council on Economic and Fiscal Policy agreed on ceilings on budgetary requests by ministries and agencies for fiscal 2002, including 10% cuts in official development assistance (ODA) and public works projects.
