Opposition plans no-confidence motion over mad cow

TOKYO, Japan - Naoto Kan, secretary general of the major opposition Democratic Party of Japan, leaves a Tokyo hotel room Jan. 11 after meeting with counterparts from the Liberal Party and the Social Democratic Party and the Japanese Communist Party's Diet affairs committee chairman. They agreed to work together in the upcoming Diet session on submitting a no-confidence motion against farm minister Tsutomu Takebe over his handling of the recent cases of mad cow disease in Japan.
