First spring storm hits Kanto area

TOKYO, Japan - Pedestrians in Tokyo's Ginza commercial district take off their coats and carry them March 15 after the first spring storm of the year hit the Kanto region of eastern Japan. The mercury soared to 23.9 C in central Tokyo.
