TOKYO, Japan - Atsushi Saito, who leads the board of the Industrial Revitalization Corp., addresses its first meeting inaugurating the organization in Tokyo on April 16. The government-backed body, which will help rebuild heavily indebted but commercially viable firms, will formally open for business May 8.
