TOKYO, Japan - Chief Cabinet Secretary Yasuo Fukuda tells reporters at the prime minister's office in Tokyo on April 13 that the Japanese government is continuing efforts to negotiate the release of three Japanese civilians taken hostage in Iraq by an armed group.
